This high-level roundtable brings together key European stakeholders, policy experts and researchers on long-term care in Europe. In this context, senior researchers will present new findings from the Horizon 2020 project EUROSHIP – Closing gaps in European social citizenship. The roundtable will provide an opportunity to discuss the way forward for LTC policies in Europe and the role of the EU.
Background
In her 2021 State of the Union speech, President Von der Leyen announced a European Care strategy, which was published by the European Commission in September 2022. The Care strategy aims to ensure quality, affordable and accessible care services across the European Union and improve the situation for both care receivers and the people caring for them, professionally or informally. It consists of a Commission Communication on a European care strategy accompanied by two proposals for Council Recommendations, one on the revision of the Barcelona targets on early childhood education and care (ECEC), and the other on access to affordable high-quality long-term care (LTC).
The Council Recommendation on long-term care supports the implementation of the European Pillar of Social Rights, which states, in its Principle 18, that everyone has the right to affordable long-term care services of good quality, in particular home-care and community-based services. It also contributes to the implementation of Principle 9 on work-life balance for people with care responsibilities and Principle 17 on the rights of persons with disabilities. Finally, it is also linked to Principle 16 on Healthcare and, with regards to care workers, Principle 5 on secure and adaptable employment, Principle 6 on Wages, Principle 8 on Social dialogue and involvement of workers as well as Principle 10 on Healthy, safe and well-adapted work environment and data protection.
